Statutory Duty toolkit

This toolkit, which provides a roadmap and tools to review the needs of young people and develop a strong local ecosystem of youth work provision that supports young people’s wellbeing, education and development.

Service Review 

A Service Review supports Local Authorities in developing a high-quality, effective youth work offer tailored to the needs of young people in their area. Through expert mapping and analysis, we can identify gaps in current provision, evaluate safeguarding practices, assess youth participation and multi-agency working. 

Incorporating stakeholder engagement and case studies, each review culminates in clear, actionable recommendations, helping Local Authorities strengthen their youth services, align with their statutory duty, and integrate youth work into wider agendas such as crime prevention, early intervention and community engagement. 

When undertaking any of our Local Authority support offers, we will work with you to design a programme of support which meets your needs and budget.

Peer Review programme and Peer Networks

In Autumn 2023 we commenced a programme of Peer Reviews for Local Authorities to enable them to confidently assess the needs of young people in their area and fulfil their Statutory Duty for youth work.

To support the exchange of learning across the youth sector, the NYA is facilitating two Peer Networks for Lead Members and Officers with a responsibility for Children’s and Youth Services.

Statutory duty toolkit

Local Authorities have a statutory duty to provide a local youth offer for young people and, in line with the strengthened guidance published on 28 September 2023, are required to ensure that their local youth offer is responsive to the needs of young people.

The NYA has published a toolkit, which provides a roadmap and tools to review the needs of young people and develop a strong local ecosystem of youth work provision that supports young people’s wellbeing, education and development.
